Welcome back! This edition takes a look at BC Land Surveyors, who are celebrating their 100th Anniversary throughout 2005.

In 1891 the BC government passed the first Land Surveyors Act. Surveyors appointed under that first Act were permitted to use the designation PLS: Provincial Land Surveyor. In 1905 the Corporation of Land Surveyors of the Province of British Columbia was formed. This professional body was given the right to examine applicants for membership and qualify successful candidates to use the BCLS designation.

Published in November 2004, Surveying Northern BC by Jay Sherwood— Caitlin Press Inc., Prince George, BC—is a wonderful photojournal of the survey adventures of Frank Swannell. Through a series of very interesting pictures, the book follows Mr. Swannell’s surveying of the north-east and some of the north-west parts of our immense province, from 1908 to 1914.

Why are we featuring our Land Title Office in this issue of The Scrivener? The purchase of our homes and property is the most significant investment and financial transaction of our lives.

It is imperative that we have protection for our investment. We also want ease in the following areas:

the transfer of the title of the property from the seller to the purchaser;

the transfer of the interest in the property from the owner to the lender.

Our feature articles about the Land Title system of our province will take you into the very operation of the registration process of our land and property. You will also get a look at some of the personalities involved in the LTO, past and present. F

or the majority of BC Notaries around the province, conveying property is the most significant part of their practice. Recorded history in BC indicates the first Notaries appointed by the Governor of the colony were involved in providing a guarantee to the new colonists that their land purchases were indeed valid. There were no banks at that time; some of BC’s first recorded transactions were done by Notaries drawing loan and mortgage agreements for lenders.

Spring Seminar 2003, held April 5 and 6 at the Hilton Vancouver Airport Hotel, was a resounding success. A total of 172 of our members— approximately 63 percent of our membership—and eight support staff registered for the seminar!

The educational sessions were informative and interesting.

Saturday morning saw the unveiling of the Notaries’ University Degree program, offered by Simon Fraser University. Dr. Rob Gordon and Ruth Price presented an outline of the program. Two adult students currently participating in a similar program discussed their experience with the course and the time commitment involved in taking on the extra workload.

Later that morning, a “conveyancing tips” panel of practising Notaries addressed various topics. Ken MacKinlay (Kamloops) spoke on issues dealing with undertakings; Scott Simpson (Chilliwack) reviewed amendments to the Property Transfer Tax exemptions for first-time home buyers; Carolynne Maguire (Vancouver) discussed Non-Resident Vendor Tax issues; and Susan Davis (Saanich) presented a talk on Contracts of Purchase and Sale. The information was well received by the members, who asked some very good questions and offered excellent comments.

Born in Williams Lake, BC, Susan Davis spent her first 15 years in sawmill camps in the Interior of BC, 40 miles east of 100 Mile House; her father owned a sawmill.

A BC cartographer in charge of identifying lakes in that vicinity named six lakes in the immediate area for Susan and her five younger sisters; her two brothers are Roger and William, namesakes of Roger Lake and Williams Lake. Their first camp was on Crown land on Roger Lake, then they moved to Susan Lake.

Once there were enough children in the camp at Susan Lake, the school district opened a one-room school in the community of Eagle Creek, which had one store, one gas pump, and one church.

Susan’s first jobs were in the sawmill— sweeping sawdust, piling lumber, and helping in the office. After she learned to drive, in the summer and on days off school, she hauled saws to Prince George to have them sharpened and to pick up parts and equipment.
